GESTIÓN DEL CONOCIMIENTO EN EL SERVICIO PÚBLICO: CASO MINISTERIO DE INCLUSIÓN ECONÓMICA Y SOCIAL - MIES

Resumen

El presente estudio investigativo trata sobre la evaluación diagnóstica de la Gestión de Conocimiento en el Ministerio de Inclusión Econó- mica y Social (MIES) en territorio en el año 2015. Se refiere al análisis de tres ejes que la rige, como la Gestión de Información, Fortaleci- miento de Capacidades y Gestión del Conocimiento. Los objetivos de la investigación se orientaron a determinar el nivel en que los funciona- rios y funcionarias del Ministerio de Inclusión Económica y Social en territorio identifican, generan, comparten, almacenan, transmiten y usan el conocimiento, a través de determinar el nivel de gestión de información que practican los funcionarios y funcionarias, establecer el nivel de fortalecimiento de capacidades que tienen los funcionarios y funcionarias e indagar el nivel de gestión de conocimiento que practican los fun- cionarios y funcionarias del MIES en territorio. El marco teórico se desarrolló en base a los contenidos de las variables de la investigación. De acuerdo a la naturaleza, es una investigación cualitativa en razón de que buscó analizar el problema, mediante la interpretación y comprensión hermenéutica de los procesos y resultados de la influencia de la Gestión de Conocimiento en territorio. Los informantes fueron autoridades, analistas senior y funcionarios y funcionarias del Ministerio de Inclusión Económica y Social, de cuyas poblaciones se calculó el tamaño del grupo de estudio correspondiente. Sobre los resultados de la investigación se llevó a cabo un análisis descriptivo, explicativo y evaluativo, que demostraron que el proceso de Gestión del Conocimiento en el Ministerio de Inclusión Económica y Social se encuentra en un segundo nivel de los cinco niveles establecidos.

 ABSTRACT

 This study deals with the diagnostic evaluation of the Knowledge Management in the Ministerio de Inclusión Económica y Social (MIES) in territory in the year 2015. It refers to the analysis of the three axes that govern it, like the information management, strengthening of the capacities and knowledge management. The objectives of the research were oriented to determine the level in that the functionaries of the Ministerio de Inclusión Económica y Social in territory identify, generate, share, store, transmit and use knowledge through determine the management level of information that the functionaries practice, establish the level of strengthening of capacities that have the functionaries and inquire the management level of knowledge that practice the functionaries of MIES in territory. The theoretical framework was developed taken the contents of the research variables. According to its nature, is a qualitative research because it looks for the analysis of the problem, using the interpretation and hermeneutic understanding of the process and results of the influence of the knowledge management in territory. The informants were authorities, senior analysts and functionaries of the Ministerio de Inclusión Económica y Social. Of whose populations the size of the corresponding study group was calculated. About de results of the research, a descriptive, explicative and evaluative analysis was made, these results showed that the knowledge management process in the Ministerio de Inclusión Económica y Social is located in the second of five levels established.
